The Catholic Citizenship and Social Analysis Observatory has published its report number 36, titled «Gertz Manero’s Exit: Impunity Pact for the 4T», which sheds light on the controversial removal of the Attorney General of the Republic, Alejandro Gertz Manero, which occurred on November 27 last year. This document, analytical and critical in nature, links the event to a network of leaks, political pressures, and international agreements that threaten the stability of the current regime under President Claudia Sheinbaum. Based on public facts and in-depth analysis, the report suggests that the prosecutor’s departure was not voluntary, but an orchestrated move to protect interests of the inner circle of former president Andrés Manuel López Obrador.
The facts recorded in the report begin with Gertz Manero’s resignation letter, at 89 years old, who alleged a diplomatic invitation from Sheinbaum without invoking serious causes, as required by the General Prosecutor’s Office Law. His term was supposed to extend until 2028, but the announcement coincided with the indefinite temporary leave of Juan Ramón de la Fuente, head of Foreign Relations, for health reasons. In his place, Roberto Velasco was appointed interim, ignoring the protocol that favored Undersecretary María Teresa Mercado. The report highlights the «unusual speed» in the Senate’s approval of Ernestina Godoy as the new prosecutor on December 3, who comes from Sheinbaum’s close team and was prosecutor of CDMX during her tenure as head of government.
The context becomes entangled with leaks from the FGR. On November 21, the victory of the Tabascan Fátima Bosch in Miss Universe 2025 unleashed scandals when files were revealed about irregular PEMEX contracts involving her father, Bernardo Bosch, and the franchise owner, Raúl Rocha Cantú. These leaks, attributed to the FGR, add to those of «fiscal huachicol» that splash AMLO’s sons (Andrés Manuel «Andy» and Gonzalo «Bobby») and Adán Augusto López Hernández, former governor of Tabasco and Morenista leader in the Senate. The report cites news articles such as that of ABC Noticias, which mentions 7 thousand investigation files in Customs, and the PAN’s criminal complaint against «Andy».
A key element is AMLO’s reappearance on November 30 with his book «Grandeza», where he conditions his political return on threats to democracy, destabilization of Sheinbaum, or foreign interventionism. This coincides with tensions with the United States despite migration controls and narco deliveries; Donald Trump expressed discontent on October 15. The report emphasizes bilateral agreements led by Omar García Harfuch and De la Fuente, including a September 7 conference on the seizure of 10 million liters of illegal hydrocarbon in Tampico, in collaboration with U.S. authorities.
In its analysis, it concludes that Gertz Manero was «forced to vacate» due to pressures from AMLO, transmitted via Adán Augusto in a «mysterious» meeting on November 26. These removals cut «the institutional arms» of Harfuch in negotiations with the United States that threaten the «Grupo Tabasco» due to links with cartels like «La Barredora». Godoy, loyal to Sheinbaum, would control leaks, but Harfuch’s rise generates unease in MORENA, the Army, and state governments. The report sees this as a «direct blow» to protect Morenista politicians from corruption and narco-terrorism accusations, potentially derailing bilateral collaboration.
The implications for the current regime are serious: the report warns of an «impunity pact» that normalizes abuses in the «fourth transformation», eroding sovereignty and democracy. AMLO, from Chiapas, could «awaken the tiger» with street mobilizations, exacerbating internal divisions. To counter this, it proposes lines of action: guide youth on corruption through NGOs and the Church; and unite intermediate groups (businessmen, unions, universities, media) in collective denunciations to avoid a perverse dominant power.
This, inspired by Benedict XVI’s encyclical «Spe Salvi», urges discernment: Who benefits from these changes? What margin does society have against abuses? In a Mexico saturated with scandals, it invites hopeful actions for a brighter and more human future.
