The Holy See Bulletin reported on October 15, 2025, that Pope Leo XIV has made new appointments and confirmations in the Pontifical Commission for the State of Vatican City, the body that exercises legislative functions in the government of the small Vatican State.
Among the appointments, the one of Cardinal Blase Joseph Cupich, Archbishop of Chicago stands out, known for his closeness to the more progressive wing of the American episcopate and for his influence in the Roman Curia since the times of Pope Francis. Also due to the recent scandal generated by the award to Senator Durbirn. Cupich thus becomes one of the American voices with direct presence in the institutional management of the Vatican State.
Along with Cupich, Leo XIV has also appointed Cardinal Baldassare Reina, Vicar General of His Holiness for the Diocese of Rome.

- Card. Arthur Roche, prefect of the Dicastery for Divine Worship and the Discipline of the Sacraments.

- Card. Claudio Gugerotti, prefect of the Dicastery for the Eastern Churches.
Why is this Commission relevant?
The Pontifical Commission for the State of Vatican City is the legislative body of the Vatican State: it approves laws and regulations, guides the administration and ensures coordination between the Pope’s pastoral government and the civil management of the Vatican territory. Its composition often indicates the priorities and the geographical and pastoral balance that the Holy See wishes to imprint on daily governance.
