The Government Delegation in Madrid has resolved to file two sanctioning proceedings opened against Jose Andrés Calderón Rojas, organizer of the Rosary prayer of Ferraz at the Sanctuary of the Immaculate Heart of Mary.
Calderón was fined by the Government Delegation with 2,400 euros for accusing him of “committing disobedience to the agents of the authority in the legitimate exercise of their functions” on January 3 and 4, 2024. In the judgment of the governmental authority, at the end of the prayer, the organizer of the Rosary proceeded to block Ferraz Street, ignoring police instructions.
Regarding these facts, Calderón has persistently insisted that they are false. According to the young man, “my sole function is to pray for the Salvation of Spain and the world. After praying, I go home. The accusations made by the Government Delegate are completely false. They only seek to intimidate me and discredit this religious initiative.
Time has proven Calderón right. On Saturday, January 4, 2025, he was notified of two resolutions that declare “the dismissal of the proceedings based on the disconnection of the convener from the investigated facts”.
According to the sanctioning files P.S. 3536/2024 and P.S. 3537/2024, the Government Delegation concludes that Calderón Rojas, after the end of the prayer act, left the concentration and disappeared from the place. This fact, reflected in the reports of the complaining agents, was decisive.
In both resolutions, signed by the Government Subdelegate, M. Pilar Trinidad Núñez, it is detailed that there are not sufficient indications to maintain the sanctions based on Organic Law 4/2015 on the Protection of Public Safety. The resolutions highlight that Calderón Rojas «disconnects from it at all times», which is why no responsibility can be attributed to him in the organization or development of the concentration after the end of the prayer.
These decisions put an end to the administrative procedure, although there is the possibility of filing an appeal with the Minister of the Interior within one month from the notification.
The filing of these files represents a relief for the organizer, who had initially been pointed out as responsible for an alleged administrative infraction in the context of the demonstrations carried out in front of the socialist party’s headquarters.
Despite the police pressure to which he has been subjected since he began praying the rosary in Ferraz, José Andrés Calderón has achieved an important victory by which he is spared from having to pay a 2,400 euro fine.

The Government Delegate has had to backtrack and swallow his own words. A new victory for Catholics against a system that, with growing ferocity, manifests a radically anti-Christian stance.
This is further proof that we must not fear any mortal, no matter how much power they arrogate or tyrant they may be. The Virgin never abandons us nor will she ever do so. We only have to wait and have Faith. There are still two fines to resolve and we will go all the way. With firmness, determination, and knowing that reason is on our side”
